The problem for EV car technology to kill the traditional combustion engine, is that there are millions of people who would not just switch from what rhey know and trust, to something so new, which hasn't got the miles of experience under it's belt. People are conservative by nature, and you enforce on them anything new, rhey will reject it, and cause huge problems for the enforcement authorities. EVs may work in China, as the Chinese people are quite used to follow government enforcement without causing much trouble , and that is what China is arguing that the western governments should do, but western people usually bring down governments which enforce their will over the public. That is why the European Politicians tread very carefully, when it comes to forcing the public into a new, yet to prove itself EV technology.

As long as China sees Europe and the US as cash cows, the economic problems of the world will only become larger. China must cut itself off from depanding on easy income from the west, and focus on developing new markets, in Africa, Asia, Latin America and the Pacific...just like the Russian Federation is doing. The future for the Chinese economy is not in the west, bur rather away from the western market place. However, the Chinese must become more disciplined in seeing, where rheir best future lays. It's too lazy and difficult to separate from the western market.. tet, that is exactly what China must do, if it wants to remain a major economic power.

Neither Russia, nor China need the combined west led by the US, in a way of trade, nor in scientific innovations.
