The US involvement in the Arctic Council has always been militarily driven. The stuff about science and indigenous people was always window decoration.
These are countries who have done already to indigenous people of the arctic region, exactly what is being done to Palestinians right now: blatant theft, dispossession and damn near eradication.
And if you look closely at the US delegations to Arctic Council over time there is more than a whiff of thinly veiled spooks masquerading as civilians.
So it’s no surprise that that the Trump admin basically announced a plan for the USA to shove aside Danish colonial control of Greenland and itself colonise Greenland for “national security” reasons. Same old colonial agenda. Just the colonizers are competing among themselves.
Biden admin would have done the same with a different wrapping. They are the one that already signed Defence Cooperation Agreements with three arctic countries: Sweden, Finland and Norway - pacts that amount to turnkey agreements for militarised colonial occupation at the flick of a switch.
Another increasing threat to the Arctic is the "Belt and Road Initiative" and the military response to the evolving BRICS block.
Any and all traffic in the Arctic will contribute to the ice loss from more aerosols lowering the albedo/reflectivity of the ice and heat from the ship's engines and operations warming the water and the air.
The nuclear-powered Ice Breakers that Russia has generate huge amounts of heat!
Pompeo will get a serve from his boss Don for conceding that climate change is happening! :)

None of what comes after that is likely to happen. The down cycle is going to make arctic exploitation almost as unlikely as Martian exploitation.
