Not likely that Putin is lying. Ukraine is governed by the ultranationalists which are puppets of the European regime EU and NATO. The European leadership are not interested in a peace treaty on Russian terms. That is why it is very likely they try to sabotage the peace negotiations in Washington.
Without «evidence» it is none the less highly unlikely Putin is not telling the truth. The Ukrainians are just trying to provoke Putin and make it personal to the him and the Russians hoping he will escalate the conflict so the European can blame him even more and crisis maximising the propaganda lie that Russia wants to invade Europe.

Zelensky and the EU are quick to blame Russia for atrocities/massacres without providing any evidence.
When Russia accuses Kiev of the same thing, it is always misinformation/ fabricated.
