This is old wine in new bottles. The USA is stretched. Its new strategy is one which it has tested for years - using proxies. Indirect as opposed to direct world 'domination' is still the aim. Its the body-bags they don't like.
But it is a retreat - and demonstrates weakness, and they effectively admit this.
It is the new global order that will be the framework within which politics will be conducted. This is why Europe is terrified. They are losing their 'big Daddy'. China is the future - sensible people have no option but to support it. And if 'Europe' had any common sense it would be creeping to China requesting partnerships (The penny has already dropped for German business: rather than going to the USA as Trump wants, they are making a bee-line for Beijing and the cheap Russian energy that Mrs Merkel negotiated for them and Big Daddy deprived them of in order to keep them down).
The big change in Russia is that it has been forced to rely on state power to make businesses toe the line. Putin is incisively pragmatic. Russia's relationship with China is necessary just as China's relationship with Russia is. It is based on mutual self interest - and not ideology.
BUT the practical framwork will mean that ideological symetry will emerge. This is what happens when countries cooperate. (This is Andropovs revenge!).
One of the things that political amateurs succombe to is thinking that it's ideas alone that unite people. Material interests top this - and it is then remarkable how shared ideas begin to merge. This is fundamental Base and Superstructure stuff. You don't have to be a Marxist to subscribe to this. The British Foreign Office maintained global supremacy in exactly this way. Force was just the back-up and a sure sign politics had failed.
One final point. Ukraine has demonstrated that the USA cannot fight a 'traditional' ground war against a near-peer adversary with escalatory geographical advantage. It would have to rely on missiles and perhaps nukes. They are outclassed now in both. Indeed if war erupts and forces China and Russia to inevitably unite, it is likely the west will lose or 'civilisation' will be set back a thousand years.
The pressure on the USA now will be such that it will be in the material interests of the USA to begin to think of co-operation rather than war. This will be THE big ideological fight in the USA.
